1) Module objective of the project The supported local governments provide public infrastructure within their legally defined area of responsibility, oriented towards the needs of the local population, in a sustainable manner and to the satisfaction of the population. To this end, infrastructure investments and accompanying measures are being carried out in the districts of Choma, Kazungula, Kalomo, Monze, Mazabuka and Siavonga in the Southern Province of Zambia. 2) Starting point (core problem) The local authorities (districts) are inadequately prepared for the implementation of the sector devolution plans. The financial resources provided to local governments are generally very low and serve almost exclusively to cover running costs. As a result, there are often insufficient financial resources available to implement urgently needed infrastructure measures at the local level while taking the needs of the citizens into account in a participatory manner. 3) The target group of the project are the employees of the district administrations and the population of the cities and catchment areas of the respective projects in the above-mentioned districts. The private sector and the rural environment will also benefit from the measures. 4) Components of the project Component 1 Infrastructure measures (markets, bus stations, truck parks, sports and play areas, bridges and roads including drainage) in the above-mentioned districts Component 2 Close involvement of the municipal administration in the infrastructure project with tendering, planning and implementation of the infrastructure measures and development of operation and maintenance/repair concepts as well as training and courses for the local administration Component 3 Development of concepts and implementation of training courses to increase efficiency in the collection and billing of fees and taxes for the financed infrastructure
