Strengthening Governance for Improved Service Delivery Program (Subprogram 1)

The Governance for Improved Service Delivery program is a key component of ADB's support to the Government of Cambodia on meeting is public finance reform agenda to support improved economic and social outcomes in the country. The program is aligned to the government's recently released Pentagonal Strategy Phase I, 2024-2028 outlining government's reform vision for development outcomes. Under ADB's country partnership strategy for Cambodia, 2024-2028, the program is aligned with the cross cutting goal of improved governance and institutional capacity and also strategic pillar 2 on advancing human development, specifically targeting improvements on service delivery. The program will contribute to following four operational priorities of ADB's Strategy 2030: (i) addressing remaining poverty and reducing inequalities; (ii) accelerating progress in gender equality; (iii) tackling climate change, building climate and disaster resilience, and enhancing environmental sustainability; and (iv) strengthening governance and institutional capacity. Subprogram 1 is aligned with the Paris Agreement by strengthening PFM systems for improved climate planning and resilience at both the national and local level, the latter often being first line responders to disasters.
