Description | 2.Building upon previous interventions, the results-based lending (RBL) program aims to support the government's National Strategic Framework for the Development of Health Services (NSFDHS) in improving secondary curative care services, communicable disease prevention and control, and sector governance and management capacity. The RBL program will enhance the quality, capacity, and efficiency of secondary hospitals nationwide by (i) supporting results-oriented hospital development; (ii) increasing the number of hospitals that provide integrated and patient-centered surgical and specialist treatment services; (iii) transforming secondary health care into the first referral care in patient care pathways, with enhanced integration and resource sharing with primary health care facilities; and (iv) improving hospital infrastructure and service process. Additionally, the program will improve Sri Lanka's pandemic prevention, preparedness, and response capabilities through establishing a center for disease control (CDC), improving public health laboratories, and implementing a One Health approach to disease surveillance. Finally, the RBL program will support pharmaceutical supply chain improvement and digitalization of the procurement system for transparency, efficiency, and effectiveness. |
