Description

The project is a follow-up phase of the Strengthening Local Governance I program (BMZ No. 200666313), which aims to improve the provision of services and political participation of local governments in Zambia. To this end, local governments are supported in the selection, financing and implementation of local infrastructure projects geared to the needs of the population. On the basis of the experience gained, the further development of the Zambian fiscal transfer system is to be promoted in the context of decentralization reforms. In the follow-up phase III, the infrastructure measures focus on strengthening Zambian local climate adaptation capacities. Selected local governments in the Southern Province will be enabled to plan, implement and maintain climate-resilient infrastructure projects independently (module objective). This is intended to ensure that basic public services such as schools, health centers and markets are accessible, which is threatened by increasing heavy rainfall, and to prevent large-scale flooding in residential areas of the poor population. We estimate the total cost of the project at EUR 12 million, which corresponds to the contribution from Financial Cooperation. The examination of a possible extension of the approach to the Eastern Province (EUR 15 million) was carried out as part of the inventory review.
