Description | The project continues the process of harmonizing information exchange at Police and Customs Cooperation?s Centre?s (PCCC). Intensify the information exchange of national PCCC delegations with their respective Central National Authorities (CNA) via the use of SIENA, and additionally the exchange via CNA or directly with Europol, in accordance with the respective national law of the participants. Based on the experience made in European PCCC?s during the past decade a strategic process towards possible future role of PCCC?s will be guided by the project. Support to role out SIENA to PCCCs, based on the ?basic protections level? and implementation userfriendly data transfer, with single search interfaces within the legal framework will be continued. Based on the outcome of previous PCCC projects continued harmonization of work flows, implementing joint trainings and exchanges will support the PCCC?s staff in their daily work. Integration of their specific knowledge into the regional crime analyzes and risk assessment will be supported. Implementation of all possible working areas at PCCC as defined by the EU PCCC guidelines. PCCC, CNA/ENU and Europol will benefit from these activities via a more secure, detailed and standardised as well higher interoperable information exchange. Short to long term level of data exchange via the PCCC channel will be adapted in line with the EIXM to highest requirements and along EU data protection rules, enabling a lasting effect on the support given by PCCCs, CNAs/ENUs as well as Europol for the fight against regional and serious crime. Further the short to long term knowledge and competences of PCCC staff will be increased. Finally, the project will support standardisation of data exchange at PCCCs, allowing comparison as well as benchmarking i.e. at Schengen Evaluations. In the midterm perspective automating the data transfer between SIENA and national CMS will improve the acceptance of SIENA as a new tool in the fight again crime. |
