Developments in the area of drugs are evolving rapidly and new drug trends and emerging challenges request countries to step up so to keep up with these new complexities and the social and health problems associated with it. However, the key drug responses in many European countries are still based on challenges from previous decades. The COVID-19 pandemic illustrates the need for a well-prepared and effective health surveillance and response system. Policies should stand the test of time and anticipate for future challenges and stakeholders should become aware and equipped to make strategic decisions that are required to respond to possible upcoming developments in the drugs domain. The most recent EU drug strategy states a clear priority towards more future-oriented policies. DRUG-PREP is designed to translate this policy priority into practical European and national results. The aim of DRUG-PREP is to contribute to enhanced preparedness and resilience of EU countries’ drug surveillance systems and effective policy making. Objectives are to: 1. Identify and assess current needs and responses to emerging drug problems in European countries; 2. Identify possible future trends and developments using strategic foresight; 3. Strengthen capacity building of national surveillance systems by sharing of experience on preparedness and foresight; 4. Translate gained knowledge into the national policy domain, including implementing foresight for strategic decision making on drug policies. The project combines qualitative and participatory research, multi-stakeholder capacity building and networking performed by 7 project partners. The impact will be better equipped research, surveillance and response capacity for EU countries. Building 'future literacy' in the drug policy domain will support more proactive policy responses. All in all, DRUG-PREP will support governments’ policy makers, researchers and civil society actors in becoming better prepared for the future.
