The main objective of this TC is to strengthen the institutional capacity of public administrations to contribute to improving the effectiveness of policy implementation. To build institutional capacity in line with the State Effectiveness Thematic Framework Document, this TC will focus on improving public sector cross-cutting management systems (CCMS). Accordingly, the TC's specific objectives are: (i) To assess institutional gaps affecting key CCMS including the center of government; planning and M&E; civil service and wage bill; organizational structure of the state in participating countries. (ii) To design, adapt, and support the implementation of targeted interventions that address identified CCMS gaps in participating countries. (iii) To conduct structured policy dialogues with government counterparts and relevant stakeholders to disseminate and discuss findings from the analytical work and implementation experience on CCMS reforms. (iv) To generate knowledge products on the capacity gaps LAC countries face in the operation of supply chain management systems, particularly in the activities of market analysis, supply planning, logistics, service skills.
