Description | The Project is a Recipient Executed Trust Fund (RETF) financed by the Jordan Multi-Donor Trust Fund (MDTF). The additional financing (AF) support will strengthen the coordination and delivery of policy reforms in Jordan. The AF provides technical assistance to Reform Secretariat supporting relevant reform implementing ministries and agencies (MDAs) to support policy reforms in the updated Reform Matrix. The Project will enhance Reform Secretariat’s effectiveness in coordinating reform implementation, increase effective use of resources to support MDAs in implementing reforms, and strengthen Public Investment Management (PIM) & Public Private Partnerships (PPP) and public procurement framework and function, which will contribute to the achievement of the PDO. The proposed AF will have three components:Component 1 will improve reform management by the Reform Secretariat both on the reform coordination with reform implementing MDAs and project management. Component 2 will support reform implementing MDAs through the use of Reform Support Fund (RSF). Component 3 will support PIM-PPP and Public Procurement framework and function by managing PIM &PPP reforms (sub-component 3.1) and public procurement reforms (sub-component 3.2). All three components will disburse against eligible expenditures. Even though the Government requested to streamline the component numbers to two, the AF will have three components to clearly delineate three different scopes of activities: the Reform Secretariat, RSF and specific reforms in PIM&PPP and public procurement. The Reform Secretariat in the Ministry of Planning and International Cooperation (MOPIC) is the implementing agency for this AF RETF project. The Secretariat will liaise with various MDAs, including the PIM unit, PPP unit, Government Procurement Department, and other entities relevant to implementing reforms for capacity building activities. |
