ContextEastern Ukraine has been the scene of armed conflicts and displacement since 2014. The number of internally displaced people has risen dramatically as a result of the Russian invasion in February 2022.Health care and social services are crucial for the development of host communities. Reforms have been introduced in the social services and health care sectors in recent years, but local institutions lack financial resources, necessary equipment, and trained staff. As a result, health care and social services are not sufficiently geared towards the needs of citizens. This is a problem in particular for disadvantaged groups such as internally displaced people or the elderly, who are dependent on these services. Moreover, the Russian war of aggression has increased the number of vulnerable people and aggravated the burden on the workforce in health care and social services.ObjectiveRelevant stakeholders and institutions in host communities receive support in providing needs-oriented health care and social services.ApproachThe project supports communities and institutions in the Kharkiv, Dnipropetrovsk and Zaporizhzhya oblasts in offering health care and social services that are based on the population’s needs over the long term.It procures the necessary equipment, provides expert advice, and invests in training health care and social services professionals.State and non-state institutions work together here to achieve the set goals. The project also cooperates with universities to expand training opportunities for professionals.The project helps communities deal with the increase in the number of internally displaced people and provides emergency aid to promote and maintain social services and health care structures. Cooperation with the core communities has continued as far as possible since the onset of war. Other host communities in Ukraine can also benefit from the project expertise.
