Description

Description

The aim of the project is to contribute to an equivalent level of customs checks by providing the identified mobile units (KE/s) at the respective Border Crossing Points (BCP) with state-of-the-art substance detection devices (GEMINI). All identified KEs perform postal and street inspections. Amongst other things, the project addresses the risks related to the rising volume of illicit parcels due to online orders and e-commerce. The GEMINIs will be used in different locations. In this context, an essential part of the project is to identify the KEs/BCPs that need the equipment most urgently. By sharing data regarding the BCP categorisation, the project also contributes to a baseline evaluation of the BCPs. The data collection is partly based on estimates and could not be provided for all BCPs. By equipping the identified KEs with GEMINIs a harmonised level of checks will be facilitated. The equipment of the KEs with the devices will also ensure an added value at a European level since newly generated data saved by the GEMINIs can be shared with other Member States (in the following MS) via CLEN (Customs Laboratories European Network) and the GEMINIs can be operated during joint customs operations. Moreover, the project fosters safety and security in the European Union (EU). Customs checks will be safer for officers and European citizens will be protected from contact with dangerous substances. With the GEMINI unnecessary contact with dangerous substances can be avoided, their further distribution will be prevented. Hence, illegal substances can more securely be seized and illegal trade will be inhibited. The financial interests of the EU and its MS will be protected since illicit market values and rising costs in the health sector (e.g. addictions) will be reduced. During an inspection, legal substances return faster to the flow of goods and therefore legitimate business activities are supported.
