Description

The I2 MPF 2018 project is based on the procurement of software, hardware and training of officers. The project will enhance the interoperability of the units within the Malta Police Force (MPF). The software intelligently cross-references data gathered from individual databases used by different units within the MPF. It is a data mining tool utilised by many law enforcement authorities across Europe. Within the project lifetime we will also connect the new I2 software with databases within relevant local entities such as the Financial Intelligence Analysis Unit (a Maltese Government agency) and the Malta Financial Services Authority (MFSA). We will also connect it with systems run by the Department of Customs (DC). MPF and DC work hand in hand on a daily basis. Despite DC having executive powers, it usually refers cases to the MPF for prosecution in local law courts. Through this software and the required upgrade in hardware, the MPF will be in a better position to exchange information about illegal activity with other law enforcement authorities (local and cross-border). This will ultimately allow the MPF to help protect EU financial interests, which is the main objective of the Hercule III programme. Being at the periphery of the EU, within a volatile region such as the Mediterranean, it is imperative that the MPF has the necessary tools to operate more effectively. The databases referred to in our project are repositories of information used by MPF units to gather information about illegal activity e.g. cases of fraud, robbery, smuggling, etc. The project also foresees training for relevant officers within the MPF. There will be training on use of the software, training on anti-fraud and anti-money laundering and training on use of I2 software to exchange data with foreign law enforcement authorities. Thirty officers will also receive training on developing train the trainer courses, thus promoting project sustainability.
