Description

Due to the ongoing civil war, Libya was already facing significant challenges in basic services before the COVID-19 pandemic and the Russian war of aggression against Ukraine. The armed conflict was and is accompanied by massive internal displacement, flanked by significant human rights violations such as sexual violence and forced recruitment by armed groups. The socio-economic impacts of the COVID-19 pandemic and the Russian war of aggression against Ukraine are leading to significant additional challenges for basic services in Libya. In connection with Storm Daniel, severe flooding and destruction of basic infrastructure occurred in eastern Libya in September 2023. The project supports the resilience and social cohesion of conflict-affected vulnerable communities in Libya through integrated approaches in the areas of housing and infrastructure, employment promotion and legal advice. This is achieved by improving living conditions through access to adequate/permanent housing and basic public infrastructure. This includes the creation and rehabilitation of water pumping stations, health facilities, sewage treatment plants and solar-powered community lighting, as well as livelihood opportunities for families. The goal is also made possible by improved legal protection and coordination on land, housing and property rights, thus contributing to the stabilization of a fragile crisis region.
