This project will increase competitiveness of small and medium-sized enterprises (SMEs) and has the following components: (a) raising SME awareness of the importance of international standards in quality management, as set by the International Organization for Standardization (ISO), and of Hazardous Analysis and Critical Control Points (HACCP) systems to their ability to compete; (b) creating national expertise in quality management systems and HACCP; (c) implementing quality systems and HACCP in SMEs; and (d) dissemination of best practices to the Consejo Nacional de Ciencia y Tecnologia (CONACYT). Component one will: (a) deliver ten one-day (eight hours) conferences to make entrepreneurs and SME managers aware of the benefits of ISO 9000:2000, including implementation, certification and the related costs; and (b) have an awareness-raising workshop for 50 managers of SMEs involved in food-related sectors. Priority sectors for training in ISO 9000 are: metalworking industries, chemical products, metal products, machinery and equipment, textiles, clothing and footwear, food, beverages and tobacco, construction, and electricity and water. Component two will create a supply of trained local consultants for the local ISO consulting and training markets (participating consultants will pay market value for the training program). Component three will provide SME managers and staff with the capability to implement ISO 9000 and HACCP in order to promote quality, competitiveness, food safety, and exports. Component four will assist CONACYT to: (a) provide timely and tailor-made information on standards, technical regulations, and related requirements to selected sectors, with special emphasis on SMEs; (b) provide SMEs with information on ISO 9000; (c) create a database and inventory of local ISO 9000 and HACCP consultants and trainers; (d) procure technical documents, reference materials, and staff training so that it can serve as a national focal point for private-sector inquiries; and (e) strengthen its Technological Information Center (CIT).
