Brazil is one of the largest cellulose producers in the world, this being the product with the highest annual growth rate in the port of Santos, according to Master Plan estimates, the movement of this cargo should jump from 1.29 million to 6.02 million in 2030 The Port's current capacity is not capable of meeting this demand projection, requiring an increase. This project was initially qualified in the PPI, through PPI Resolution nº 52, of 05/08/2019, for the preparation of studies for a new lease in this area in the Port of Santos, whose previous tenant had the lease renewal contract canceled by the TCU, by Decision No. 1,171/2018 – Plenary. Subsequently, STS 14 was qualified again at the 10th Meeting of the PPI Council through Resolution No. 69, of 08/21/2019, converted into Decree No. 10,138, of 11/28/2019 for concession. A new lease contract for a port terminal, located in the Organized Port of Santos/SP, dedicated to the movement of cellulose (general cargo), through the holding of a bidding process in the auction format, whose selection criteria is the highest grant value and with Expected exploration period of 25 years. It is a paved area, with approximately 44,450 m², located in the Macuco region, on the right bank of the Port of Santos. After implementing the necessary structures, it should have a static storage capacity of 97 thousand tons of cellulose and will have the potential to move 2.0 million tons per year. Investments of approximately R$186.9 million are planned to provide the terminal with cellulose handling capacity, through demolition and preparation of the area; rigid paving for heavy traffic; installation of 600m of internal railway extension and 02 track change devices (AMV); construction of a warehouse with approximately 24 thousand m2; works to reinforce the pier (309m); berth deepening dredging (approx. 44.1 thousand m3), acquisition of various cargo handling equipment, among other interventions to be carried out at the terminal. In addition to the R$ 186.9 million in investments, there is a forecast monthly rental value of R$ 199.52 thousand and R$ 1.72/ton From an economic-social point of view, it is estimated that 3,744 jobs will be generated (direct, indirect and income effect) over the course of the contract.
