Description | The STS 20 project is a port terminal lease, in a brownfield area, with 29,278.04 m², dedicated to the movement of salt and fertilizers, located in the Port of Santos/SP. A new lease contract will be signed, through a bidding process in the auction format, whose selection criterion will be the highest grant value, with a term of 25 years. Investments of R$219.5 million are planned for the new tenant, with interventions, investments in facilities and purchase of equipment necessary to improve the operation. Currently, it is the only terminal that handles sea salt in the Port of Santos/SP. The main uses of this product are for industry (chlorine-soda sector) and for human and animal consumption. As for the movement of fertilizers, the constant harvest records in Brazil make the Brazilian market very attractive. As it is a mainly import market, there is still a great competitive advantage for Brazil, which makes massive use of water, road and rail freight. The studies were prepared by the Brazilian Project Structurer – EBP and, later, reviewed by the Planning and Logistics Company – EPL. The project complied with the steps that precede the bidding procedure, namely: (i) submission to the consultation and public hearing process by the National Waterway Transport Agency - ANTAQ; (ii) approval of the Technical, Economic and Environmental Feasibility Study – EVTEA by the Federal Court of Auditors, Ruling No. 3,661/2013; and (iii) publication of the Bidding and Contract Notice, ANTAQ Resolution No. 6,841, of April 11, 2019. The bidding for the terminal meets the guidelines established by Law No. 12,815/2013, whose objective is to increase the country's competitiveness and development, promoting expansion, modernization and optimization of the infrastructure and superstructure that integrate organized ports and port facilities, encouraging private sector participation and ensuring broad access to organized ports, facilities and port activities. Regarding the environmental viability of the project, it should be noted that, as it is a brownfield area, any risks that could impact the project have already been overcome. The terminal has Operating Licenses (LO) under numbers 18002435, 18001715 and 18001818, which authorize ship unloading, transfer, storage and dispatch of potassium chloride; ammonium sulfate; phosphate; superphosphate; granulated fertilizers; urea; salts, calcium nitrate; and calcium and ammonium nitrate. Furthermore, consultations were carried out on the register of contaminated areas of the Environmental Company of the State of São Paulo – CETESB, and it was found that the area does not have declared environmental liabilities. |
