Stuartburn - Increase Handi-Van Fleet and Usage

Increase the Handi-Van Fleet to include a minivan so that the services may be more accessible for individual use. Currently there is a large 14 seater van which can be cost prohibitive to a single user needing to attend a medical appointment, as well as the need for a qualified driver for the large van. With a minivan version any person with a valid class five license may be able to operate the minivan. The current number of one way trips with the large van is 127 (year ending 2015) of that only 33 are for medical however none are for shopping or business. With a smaller van these numbers are expected to increase not only for medical but also for recreational or personal trips. Currently there is only one qualified driver for our large handi-van which is a restriction.
