The Sub-national Governments Public Sector Modernization Project for Argentina aims at improving the capabilities of the provincial governments and their municipalities to more effectively manage their resources and improve the quality of government administrative services. The operation would consist of three components: Component 1, Basic Module, consists of two sub-components, focusing on the fiscal core of provincial administrations and their municipalities; and on improving information flows among the three levels of government (national, provincial, and municipal). Sub-component 1.1-Provincial Management Tools supports the continued insertion of modern management tools essential to the strengthening of provincial administrations, including cadastre, financial management, and tax administration systems. Other subprojects to be included are the modernization of property registries and human resource management, also key elements for ensuring an efficient provincial performance. Sub-Component 1.2, Municipal Management Tools, provides support to provincial governments so that they, in turn, can achieve the vertical integration of core management tools at the municipal level. Component 2, Advanced Module, is open only to participating provinces that progressed further in the modernization of their administrations and comply with the criteria for the Advanced Module, and consists of two sub-components: Sub-Component 2.1, Provincial Strengthening, finances demand-driven technical assistance to provincial governments that have demonstrated a strong vocation for public sector modernization and the ability to carry it out. Key modernization areas include: e-procurement, judicial modernization, advanced human resources management, control and auditing agencies, business process re-engineering, and civil registries. Sub-Component 2.2, Municipal Management Tools, finances demand-driven technical assistance to provincial governments in their efforts to improve basic management skills of municipal governments in areas that have been identified as priorities at the provincial level, such as municipal budgeting, capital investment planning, project evaluation, and other areas identified as barriers to the overall modernization project. Component 3 covers the operating expenses connected with project management.
