In 1991 the municipality of Pilar, Argentina, through decree 1.993/90, awarded a 25 year concession for its water and sewage systems to local operator Sudamericana de Aguas. Sudamericana de Aguas became responsible for servicing over 7,000 customers in the Pilar municipality, located in the province of Buenos Aires. This was the first water concession awarded to a private operator in Argentina. The concession was awarded through a public tender. The winner was picked based on the lowest proposed tariffs and prices for network expansion. In December 2005, Sudamericana de Aguas signed a renegotiation agreement (Acuerdo de Renegociación contractual) through ordinance 319/05 and Decree 020/06 with the municipality. The renegotiation agreement included an operative plan for technical improvements in the areas currently being served and a potable water network expansion plan for the following two years. The agreement also included an increase in tariffs, the implementation of a subsidized ‘social tariff’ and a specific mechanism for future tariff adjustments. As of 2005, Sudamericana had expanded the network and had 20,705 customers.
