Description | The project aims to support the delivery of a basic package of health and nutrition services to the people of Sudan and help maintain the capacity of the existing health system through a third-party implementation modality where UNICEF and WHO are grant recipients and implementing agencies. The project financing is an IDA grant of US$86 million equivalent, which is recommitted after the cancellation of the undisbursed balance of the Sudan COVID-19 Emergency Response Project (CERP, P174352). Component 1: Improving Access to Basic Health and Nutrition Services. This component will support provision of the low-cost, high-impact interventions to enhance access to basic health and nutrition services in Sudan using a PHC approach targeting both displaced and host communities. A minimum service package (Expanded Program on Immunization, Integrated Management of Childhood Illnesses, maternal and newborn health, and nutrition) will be delivered under this component building on UNICEF and the WHO’s experience working in more than 780 PHCs and 35 hospitals in Sudan with support from other funding partners. While a standard package will be rolled out in all supported PHC facilities, the in-country situation will be closely monitored and assessed periodically to allow for swift and timely scaling down or scaling up.Component 2: Preserving the Main Elements of the Health System. 29. The component will be implemented by the WHO and will focus on improving the main elements of the health system to prepare for and respond to health emergencies and control diseases by strengthening emergency preparedness, laboratory, and disease control systems. It will build on the activities implemented through the COVID-19 Emergency Response Project (P174352).Component 3: Monitoring and Evaluation (M&E) and Project Management. This component will finance costs related to M&E and management of project activities. The project will ensure that independent and credible data on health service delivery and coverage and commodities are generated, and the data are usable and used to enable the World Bank and development partners to verify that resources are reaching the intended beneficiaries. The third-party monitoring (TPM) agency’s role will include working with UNICEF, the WHO, the World Bank, and IPs to explain results, providing guidance on improved methods, proposing context-appropriate solutions, and conducting ex post fact verification of results provided by project reporting mechanisms. |
