The proposed project will respond to Sudan's immediate to medium-term needs by implementing activities to expand agriculture and non-agriculture livelihood opportunities, create short-term employment, improve food security, and improve access to basic services for communities in target areas in Sudan. Activities will focus on mobilizing communities towards labor-intensive socioeconomic and livelihood investments, providing them with access to essential services, inputs, and markets by supporting small infrastructure to facilitate agriculture and livestock production and support to livelihood assets. Through its community focus, particularly on women and youth, the project will strengthen existing community institutions and promote inclusion and social cohesion. The project will enhance collaboration between non-governmental stakeholders and the Government of Sudan, ensuring government leadership in identification of development priorities while allowing for community endorsement for the selection of feasible subprojects. Socially inclusive delivery of the project and its sub-projects is considered essential to embedding trust in the transitional government, especially in historically marginalized areas of the country. This will be assured through transparent targeting, joint planning, local cooperation, transparent resource allocation, citizen engagement, community-based oversight, and beneficiary feedback mechanisms. In this context, the project will leverage community level structures (facilitators, development committees, bank accounts, etc.) to improve communications, awareness raising, mobilization, and monitoring and evaluation (M&E). It will also seek active inclusion of other stakeholders, such as local civil society, NGOs, UN agencies, and private sector, into project implementation mechanisms. Coordination mechanisms are in place to ensure complementary investments to ongoing initiatives in the social protection, agriculture, education, and health sectors.
