Description | Opportunity In 1997, the Hospital Services Restructuring Committee—a body set up by the Province to review health-care delivery in Ontario— directed the consolidation of Sudbury’s three hospital facilities into one site in order to properly meet the healthcare needs of the city’s 530,000 residents. The Sudbury Regional Hospital Capital Construction Project was divided into two phases in order to facilitate continued use of the site during construction. While the first phase was procured using traditional methods, Phase 2 was procured using Ontario’s Alternative Financing Procurement (AFP) model. Subsequently renamed Health Sciences North/Horizon Santé-Nord (HSN), the hospital is a leader in cardiac care, oncology, trauma and rehabilitation. Challenges Continuing to meet the health care needs of a growing and aging community while transitioning three facilities into one. Innovations A maximum price for construction combined with the requirement that the builder finance construction until the facility was turned over shifted significant financial risk away from the public sector. Results Construction of more than 135,857 square feet of new space and renovation of 164,542 square feet of existing space consolidated three sites into one facility, enhancing the community’s access to quality healthcare. The facility includes the Northern Ontario Cancer Centre; a new emergency department; 17 operating rooms; an expanded intensive care unit; modernized medical equipment; new dialysis stations; an expanded cardiac catheterization lab and cardiac rehabilitation services; and enhanced rehabilitation services for physiotherapy, respiratory and speech. In 2014/15 HSN processed 71,120 emergency department visits, 16,000 operating room cases, 9,057 chemotherapy visits, 482 open heart surgeries, 5,623 mammography exams, 287 hip replacements and 1,901 births. Additional intensive care beds and mental health beds, as well as other diagnostic and support departments assist the hospital in meeting the health care needs of a growing and aging community. As of 2014/15 Health Sciences North is a bilingual facility with 3,882 employees, 280+ physicians, 749 volunteers and 457 beds. During construction, an estimated 100 to 150 construction workers were on site daily. “Our government said we would complete the hospital and we are - as promised, and today's news is another clear indicator of that.
