The project developer was a joint venture between the Japanese steel trader Sumikin Bussan Corp and Thailand-based Rojana Industrial Park PCL. As of January 2012, specific contractual details of the project were not available, but a company statementby Rojana Power Co had indicated that the project would sell power to the local state utility.
