With Vision 2050, Rwanda aims to become a middle-income country by 2035 and a high-income country by 2050. However, to date, more than half of the population lives below the international poverty line of 1.90 US dollars a day. In order to combat poverty and realize Vision 2050, the Rwandan government is focusing on expanding social security, which is being implemented, among other things, through the Vision Umurenge Programme (VUP). The relevance of the measure has increased again compared to the audit situation due to the Russian war of aggression against Ukraine and the associated economic consequences. Food prices in Rwanda are currently around 20% higher, which particularly affects the poor population. The expansion of the social assistance programmes (VUP) in terms of their scope and performance is intended to reduce the short-term effects of the pandemic and inflation (by expanding the recipient group) and to ensure a medium-term expansion of the programmes (including increasing contributions). As part of sector budget financing (policy-based financing), the Rwandan budget is to be supported with 15 million euros to expand the VUP for vulnerable groups in need of social assistance in order to further reduce extreme poverty in Rwanda. The Local Administrative Entities Development Agency (LODA) is responsible for implementing the VUP at the local level on behalf of the Ministry of Local Government (MINALOC). The target group is poor and extremely poor as well as vulnerable households.
