The program objective is to contribute to greater transparency and integrity by strengthening and consolidating the legal framework and the institutional mechanisms for its implementation. The specific objectives are to: (i) reduce inefficiencies in access to public information; (ii) attain increased effectiveness in the prevention and detection of improper conduct in public administration; and (iii) increase the effectiveness of the financial transparency framework. This is the second of two consecutive technically interrelated but independently financed operations that are to being undertaken as a programmatic policy-based loan (PBP).
