Support for the Competitiveness Enhancement Program

The program would support the execution of the proposed Competitiveness Enhancement Program. It would provide technical assistance to the executing and sub-executing agencies as well as complimentary participation by private sector entities to ensure they have the capacities and know-how to implement the legal, policy and institutional reforms that the program would support. In particular it would support the design and execution of the processes required for the reforms implementation, the strengthening of the management and coordination capacities of the executing and sub-executing agencies, the evaluation of the Program, as well as possibly provide some financing for the promotion of regional public/private sector initiatives to promote competitiveness. This type of technical assistance is critical for the successful execution of a multi-component Policy-Based Loan. Non-reimbursable funding is critical given legal restriction on the use of external credits for any activity that is not directly related to investments.
