Description | The aim of the FC project is to ensure improved access to school education for Syrian refugee children both in camps and in the host Turkish communities. Overall, as part of the overall program, UNICEF aims to offer Syrian children who have fled to Turkey a high-quality and inclusive education in a protected environment (UNICEF program goal). The FC project is part of a larger UNICEF program supported by a number of donors. A total of 13,000 volunteer Syrian teachers are to receive financial incentives between September 2017 and August 2020. Of these, 8,360 teachers are to be supported through the FC project. The FC project is thus intended to directly enable the teaching of around 235,625 children. As part of a reserve audit of EUR 80 million (Phases 3 & 4), the financing of 9,000 teachers is to be secured for the 2018/19 and 2019/20 school years. The Turkish Ministry of National Education (MoNE) records and checks the teachers who teach at least 20 hours per week and sends the lists monthly to the Turkish Post Office (PTT), which ensures that the financial incentives are paid out via cash cards. UNICEF checks the data both centrally and through random checks on site and allocates the necessary funds to PTT in advance on a quarterly basis. Electronic data collection and transmission are to be further improved and secured during the project period. Funding is to be provided as a direct payment via UNICEF as the implementing organization within the framework of an implementation contract. |
