"The perpetrators, especially those operating in organized crime environment, follow the progress and advancement in technology due to the high income orientation, which allows to equip with newer, faster and better technical equipment (electronic devices, encrypted connections, data clouds). Due to the electronization of their activities and the very high speed with which technologies develop, the Police often lags behind in the context of the up-to-date equipment and technical possibilities used in combating this type of illegal activities. Due to the central subsidy of activities and limited budget, the polish Police is not able to keep up with the financial possibilities of criminal structures, which is diligently used by them, also in case of a so-called ""mishap"". Most of the data, contacts, dialogues, passwords are encrypted or stored in digital form, unavailable to an ordinary person. The analysis of the needs in this area shows that the most frequently secured devices, from which data reading is necessary, are: mobile phones, smartphones, memory cards, hard drives. In the Services, the recovery and analysis of this type of material is carried out by specialized units, in this case - the Forensic Laboratory of Regional Police Headquarters in Bialystok. Currently, due to the lack of any tools in the Podlaska Police for correct reading, reviewing or inspecting secured data carriers or other mobile devices as part of the ongoing cases, it is necessary to obtain appropriate tools for reading data asap (also transferring voice into the text doc). The ineffectiveness of the police structures in this area gives more opportunities to criminals who, due to enormous profits, are more often inclined to commit acts related to the reduction of tax liabilities rather than criminal ones. The fight against so-called ""tax carousels"" and subsidy embezzlement, is currently in this area (apart from excise crime), the main direction of proceedings conducted by the polish Police."
