The TA is the fourth subproject under the broader cluster TA 0073: REG Strengthening Project Preparation, Implementation, and Portfolio Performance in South Asia which was approved on 30 May 2025. Aligned with Bhutan's Country Partnership Strategy (2024-2028), the TA subproject aims to establish a structured capacity-building vertical within ADB's Bhutan Resident Mission (BHRM). Incorporating experience from on successful Capacity Development Resource Centers (CDRCs) in India, Nepal, and Bangladesh, it will deliver a capacity-building program for key government agencies adapted to Bhutan's institutional context. BHRM will play a key role in forging strategic partnerships by tapping into other development partners, particularly local institutions, to enhance relevance and sustainability. The TA cluster subproject has the following outputs: (i) CDRC program for Bhutan developed, (ii) innovative and adaptive training delivery approaches implemented, and (iii) capacity development engagement platform developed.
