Rationale The European Bank for Reconstruction and Development (EBRD) is committed to promoting gender equality and human capital development in the Maghreb (Morocco and Tunisia) through project and policy level engagement. The new assignment will support the continued engagement of a consultant to develop and deliver policy reform and business advisory in close collaboration with relevant authorities, EBRD clients, civil society partners as well as external donors. The assignment will extend an existing 1-year contract for an expert consultant based in Morocco by an additional 24 months, in alignment with the milestones of agreed policy programmes in the water and agricultural sector in Morocco and Tunisia. With the first 12 months having been highly successful in creating progress under the policy dialogue activities in both countries, EBRD is now seeking to extend the contract by 24 months to enable the full implementation of agreed policy work and support Banking teams in their work with stakeholders to promote gender equality and human capital development in the Maghreb. The extended contract will also include a further strengthened focus on monitoring and results which reflects the learnings gathered in the context of the Mid-Term Review of the Strategy for the Promotion of Gender Equality (2021-2025) and the Equality of Opportunity Strategy (2021-2025) of the Bank. The presence of a consultant on the ground will greatly strengthen EBRD’s ability to report on outcomes and impacts of EBRD policy work, while assisting current and prospective clients of the Bank with capacity building and advisory on gender equality and human capital topics. Services The specific objectives of the assignment are to: (i) Support local clients and policy partners to develop and implement gender equality and human capital development interventions in line with EBRD priorities. (ii) Manage the delivery of agreed policy engagement programmes in the Maghreb (Morocco and Tunisia). (iii) Support capacity building and monitoring of progress and impact across gender equality and human capital related activities in the region.
