The Refugee Affected and Hosting Areas Programme (RAHA) includes the rehabilitation and expansion of social and economic infrastructure as well as livelihood promotion measures in the provinces of Khyber Pakhtunkhwa and Baluchistan. The programme is divided into 2 components. The RA component includes measures in areas formerly populated by Afghan refugees and is implemented by UNDP. The HA component includes measures in communities hosting Afghan refugees and is implemented by the United Nations Refugee Agency (UNHCR), which is also responsible for the overall coordination of the RAHA programme. The aim is to improve regional stability and to offset the social, economic and ecological impacts caused by the presence of Afghan refugees over the last 30 years. The programme also aims to promote peaceful coexistence between the Pakistani population and Afghan refugees. To this end, measures in the sectors of social infrastructure, WASH, education, health and livelihood support are financed. The program is open in design. In a first phase (RAHA-I) between 2009 and 2012, German FC supported the HA component of the program with a grant of EUR 10 million. For the second phase (RAHA-II), the BMZ pledged a further EUR 10 million during the government consultations in May 2012. The project was subjected to a reserve audit of EUR 7.5 million for a third phase (RAHA-III). The term of RAHA-II was three years and two months. The measures were implemented in six selected districts of Khyber Pakhtunkhwa.
