Opportunity The City of Surrey has expressed concerns regarding overcrowding in its schools. The district is expected to continue seeing 1,000-plus new students each year and Jean Lamontagne, General Manager of Planning and Development presented a report to council on Oct. 3 2016 outlining vaious capital funding options to build the necessary space. The City’s mayor, Linda Hepner has commented the city is evaluating all available options to address this concern, including public-private partnerships (P3s). Surrey’s general manager of planning an development, Jean Lamontagne, produced a report earlier in 2016 finding an immediate need for 2,900 new student places in the city. Challenges The City of Surry has already faced much opposition to procuring any new schools using the P3 model. Local unions have raised concerns over privatization, adamantly rejecting the use of the P3 model. The City faces an educational challenge of showing the citizens of Surrey that using a P3 model does not mean privatization.
