The Operation will focus on: (i) strengthening the institutional framework and enabling the agribusiness environment; (ii) building resilient crop production capacity (through value chain organization, increased use of modern inputs, development of irrigation and mechanization, and strengthening research and extension services); (iii) laying the foundation for improved agriculture marketing; and (iv) facilitating access to agriculture finance. The priority value chains targeted by the Program include rice, maize, soybean and cassava. However, depending on market needs/demands, other value chains maybe be considered.The IPF component (USD 10.0 million) is designed to mobilize technical assistance for essential studies and to finance an intensive capacity-building program. It supports a range of activities designed to enhance the operational capacity of various agricultural organizations, including institutional reviews to strengthen ATA and MAHVDR, acquisition of necessary equipment, provision of training, analyses and consultations for targeted reforms, preliminary studies to support private investments, capacity-strengthening of financial partners, financial education for stakeholders, diversification of financing options, and the strengthening of the M&E system through software acquisition and training. These efforts aim to improve environmental, social, and economic impacts and prepare for the scaling up of innovations.
