The restructured project will help compensate poorer households, which would be disproportionately affected by subsidy removal by providing a targeted cash transfer and help enhance employment services. It will expand the coverage of the SP programs and strengthen the delivery of both cash transfers and employment services. It will support the National Social Protection Agency to set up the social registry, and design and deliver the cash transfers, and finance the cash transfers. Beneficiaries will be identified using the PMT targeting methodology. It will support provision of employment services including by supporting the national Job Center, as well as skills training and apprenticeships. It will also support the decentralization of service delivery for the national Job Center to selected atolls and island councils nationwide, to improve the delivery of employment and other social services. Finally, the project will build the capacity of the program’s implementing agencies to ensure the long-run financial and technical sustainability of social protection programs.
