The objective of the programmatic policy-based loan series is to improve the country's governance for sustainability through the strengthening and modernization of the regulatory framework. The specific objectives are to advance the ongoing regulatory reform efforts to improve: (i) the efficiency and sustainability of spatial planning, development control, and water resource management; (ii) natural asset management; and (iii) disaster risk management and resilience. To meet this objective, the Bank has structured a programmatic policy-based loan series consisting of three technically related and financially/contractually independent operations.
