Description

Description

The development objective of the Sustainable Energy and Broadband Access in Rural Mozambique Project for Mozambique is to increase access to energy and broadband services in project areas and strengthen the operational performance of the electric utility. The project comprises of six components. The first component, on-grid peri-urban and rural grid electrification finance the design, procurement of materials, and construction works required to electrify households, businesses, and public facilities in the project target areas (in peri-urban and rural areas) and streetlighting where needed for safety using energy-efficient luminaires. The second component, Electricity of Mozambique (EDM) operational performance will be implemented by EDM and has been designed to cement the sustainability of efficiency gains to be realized in EDM through the ongoing Power Efficiency and Reliability Improvement Project (PERIP) by financing additional investments aimed at further improving the operational performance of EDM. It consists of following sub-components: (i) improvement of EDM operational performance; and (ii) energy efficient lighting. The third component, off-grid electricity access and clean cooking solutions will be implemented by energy fund (FUNAE) and will provide off-grid electricity solutions bundled with handheld communication devices as needed to remote households including internally displaced person (IDPs) and host communities and public facilities such as schools and health centers far from the electricity grid and clean cooking solutions to over 1,340,000 Mozambicans. It consists of following sub-components: (i) off-grid solutions for electricity access; (ii) clean cooking solutions; and (iii) IDPs, resettlements, and host communities. The fourth component, broadband access for underserved areas and target groups is designed to mobilize significant private capital to improve access to broadband in underserved areas of Mozambique, including the northern provinces and IDP and resettlement camp areas, benefiting at least 580,000 people and thereby supporting efforts to improve service delivery and bridge the digital divide. The fifth component is technical assistance and implementation support. It consists of following sub-components: (i) technical assistance to Ministry of Mineral Resources and Energy (MIREME); (ii) technical assistance and implementation support to FUNAE; (iii) technical assistance and implementation support to EDM; and (iv) technical assistance to Ministry of Transport and Communication (MTC). The sixth component, contingent emergency response component objective is to support the Government of Mozambique (GoM’s) response in an eligible emergency. The component will be governed by paragraph 12 of the World Bank Policy on investment policy financing (rapid response to crises and emergencies).
