Sustainable financing of the national protected area system in Peru

A few years ago, public administration financing in Peru was geared towards achieving results. In the area of nature conservation, Budget Program 057 (Programa Presupuestal 057) was drawn up for this purpose. The budget program contains a target matrix with indicators for the main tasks of the Peruvian protected area authority SERNANP. The FC module presented here uses the Peruvian logic of the budget program for results-based financing. The aim of the FC project is to contribute to efficient and effective management of the selected protected areas in the northern Amazon region. This is intended to promote the preservation of biodiverse ecosystems and the services they provide. The project is based on two of the five main tasks of Budget Program 057, which are particularly important for the Amazon region: control and monitoring, and participatory mechanisms. The first two components of the FC project correspond to the two main tasks in the budget program. The target indicators were taken from Budget Program 057 and more ambitious annual targets were agreed. The achievement of these more ambitious target values is a prerequisite for the disbursement of the corresponding FC funds. In addition, a component was agreed that promotes the efficiency of the work of SERNANP and the Loreto regional government at the system level. Project management is the fourth component.
