The project is designed to improve the operational effectiveness and efficiency of the NRBP and strengthen the capacity of the Sint Maarten public administration to sustain SXM TF project results beyond the SXM TF closing. The project will have three components. The first component will sustain and enhance the ability of NRPB to implement SXM TF projects. This will be informed by an Institutional Assessment (IA) of NRPB’s operational policies and practices, with recommendations for improvement. The project will ensure that cross-cutting operational costs associated with the implementation of these projects are funded, effectively managed and optimized, allowing for better resource allocation and more impactful project outcomes. The second component will focus on strengthening the GoSXM’s capacity to effectively sustain and expand upon the investments and outcomes achieved through the SXM TF. This component will facilitate the transition in responsibilities from NRPB to GoSXM for stewardship of TF resources and assets as the SXM TF approaches its closure. Additionally, this component will lay the foundational elements necessary for the establishment of a DRF, to enable the GoSXM to prepare and respond to future climate and disaster emergencies. Finally, component three will provide technical assistance to the GoSXM for project management of those activities for which it is the primary beneficiary.
