Recent large scale complex events affecting several countries simultaneously such as COVID-19 pandemic, the mass migration crisis of 2015 and particularly the Russian war on Ukraine have highlighted the need to develop a safety net that will allow to rapidly and flexibly provide shelter to large numbers of people in a safe and dignified manner. The main purpose of the rescEU shelter capacity, when deployed during a response operation under the Union Mechanism, will be to assist the requesting country to effectively support the protection of the affected population. The capacity aims to rapidly provide temporary emergency shelter in disaster and crisis situations. The capacity will include space for housing, hygiene and sanitation, basic medical service, social-gathering and non-food items. A modular approach will be applied in order to allow for a targeted and flexible response to meet the needs of the affected populations. The complexity of these emergency situations in the European context, put forward the need to be able to provide shelter solutions that cater for diverse needs and are suitable for a wide range of climatic conditions, while ensuring a minimum degree of comfort and that attention is paid to the most vulnerable individuals. In order to support Member States and Participating States to the Union Civil Protection Mechanism to cope with future emergencies, a call for proposals has been issued with the objective to create an emergency shelter reserve under rescEU. The Swedish Civil Contingencies Agency (MSB) is a public governmental agency that works with safety, emergency preparedness, civil protection and international humanitarian and civil operations. With more than 30 years of experience in international humanitarian operations, MSB’s organisational set up has been adjusted and tuned to optimal performance in order to ensure deployment of personnel-, equipment- and logistical resources within 6 to 72 hours of notice on a regular basis.
