The project involves the design, engineering, construction, financing, operation, and maintenance of a modern concrete jetty and associated infrastructure for liquid cargo handling at Budge Budge under the Syama Prasad Mookerjee Port, Kolkata, implemented on a DBFOT (Design–Build–Finance–Operate–Transfer) basis through the PPP model. It includes development of the jetty structure, approach trestles, cargo handling equipment, pipelines and manifold systems, operational and administrative buildings, utilities, firefighting and safety systems, and other support facilities required for handling POL products, edible oils, chemicals, and other liquid bulk cargo. The objective is to replace the existing limited pontoon-based system with an all-weather, higher-capacity terminal to improve vessel handling efficiency, increase cargo throughput, and operate the facility commercially over the concession period.
