Description | STEP-B aims to expand access to quality ECE and primary education in the province through updating ECE curriculum and learning material, establishment of ECE classrooms, teacher training and continuous professional development and parenting awareness and education. Proposed PDO level indicators are (i) Increased enrollment rate at ECE and primary levels in project supported schools, (ii) Improved learning outcomes of children in Grade 2 in project targeted school.The project comprises three main components, detailed below:Component 1. Enhance the quality of education delivery at ECE and primary levels. This component aims to enhance the quality of education delivery at ECE and primary levels by introducing an updated ECE curriculum and a CPD program designed to improve teachers' pedagogical skills and subject expertise, ultimately enriching the classroom experience for students. The new ECE curriculum will adopt an all-inclusive approach tailored specifically for young learners and will be aligned with the ECE policy framework developed by UNESCO under the GPE SCG. This curriculum will incorporate educational objectives, evolving trends, and best practices in ECE, with an emphasis on gender responsiveness and disability inclusion. The project will develop the ECE pedagogical guide and will create and/or curate age-appropriate, gender-responsive learning materials that align with the developmental stages and cognitive abilities of young children, integrating innovative teaching methods such as play-based learning and socio-emotional development. The goal is to establish a strong foundation for lifelong learning by ensuring that children receive culturally sensitive, developmentally appropriate, and inclusive educational experiences grounded in the Balochistan context while addressing disparities in access to quality education, particularly for girls and children with disabilities. Additionally, the implementation of a blended CPD model will enhance teacher training and improve student learning outcomes. The CPD platform will include teacher training modules, structured pedagogy, and classroom assessments, incorporating coaching processes with classroom observation tools (TEACH-ECE and TEACH Primary) to provide continuous feedback and support. The modules will be sensitive to gender and marginalized groups, offering access to diverse teaching and learning materials to refine instructional practices. The iterative coaching approach will allow for real-time adjustments based on data, ensuring responsiveness to needs. A digital learning platform will deliver tailored content addressing gender-specific needs and learning styles, promoting equity and personalized support for both male and female students. Component 2. Expand access to quality ECE. The focus of this component is to reduce the number of OOSC through infrastructure investments, including refurbishing existing ECE facilities and constructing new ECE classrooms in primary schools. The component will fund an enrollment and awareness campaign aimed at increasing enrollment rates and promoting the importance of ECE. To address low access, the initiative will enhance and expand ECE facilities in selected districts by upgrading existing centers and building new classrooms, prioritizing areas with high poverty and OOSC. In the first wave, schools with more than five classrooms will be targeted to ensure sufficient space for both ECE and primary. Rehabilitation efforts will include renovating infrastructure, improving WASH facilities, and providing essential teaching and learning materials, all while ensuring accessibility for students with disabilities. Environmental sustainability and disaster risk reduction principles will guide these improvements, incorporating renewable energy, energy-efficient designs, and effective drainage systems. The Project Operational Manual (POM) will outline criteria for selecting target schools to ensure impactful interventions that align with the goal of improving educational access and quality. Additionally, parental awareness and enrollment campaigns will empower parents by equipping them with knowledge and resources to support their children's early development. These initiatives will include workshops and community outreach programs to educate parents on developmental milestones, effective parenting techniques, and the importance of nutrition. The project will also promote a culture of reading at home and provide guidance on incorporating nutritious foods into daily meals. Enrollment campaigns will be conducted in partnership with UNICEF to target marginalized communities, emphasizing the significance of education and addressing barriers to enrollment, ultimately fostering a more inclusive and equitable education system.Component 3. Monitoring and evaluation (M&E), and project coordination. This component will involve the development of ECE data modules for the Education Management Information System (EMIS) and the assessment of the effectiveness of project interventions. It will also establish robust monitoring and evaluation (M&E) frameworks with clear objectives and indicators to track project progress. The EMIS modules will integrate comprehensive indicators that cover various aspects of the ECE landscape, including demographic data on the gender, age, qualifications, and geographic distribution of ECE teachers, as well as student demographics such as gender, socioeconomic status, and special needs. Learning assessment indicators will monitor student performance and evaluate the effectiveness of assessment tools to ensure equity, while professional development metrics will track teacher participation in training and CPD programs, focusing on their impact on teaching practices and gender-sensitive pedagogy. The project will also evaluate the blended CPD model's impact, measuring factors such as accessibility, effectiveness, teaching methodologies, technology integration, teacher satisfaction, collaboration opportunities, and program sustainability through third-party evaluation. Overall, the M&E activities will ensure effective tracking, assessment, and analysis of project progress, enhancing performance, accountability, and learning throughout the implementation process while fostering collaboration with other stakeholders to ensure the success of all activities. There are two STG triggers valued at US$1.87 million each (10 percent of STG value). Trigger 1: Establish standards for the size of school clusters to facilitate school cluster rationalization for effective governance and management will be delivered with the support of UNICEF. Tigger 2: Develop criteria for formula-based funding to schools to ensure cluster funds by considering gender and other disparities to ensure equal and equitable opportunities for all children will be delivered with the support of the World Bank. Finance disbursement to clusters will be based on the revised formula, with SED responsible for implementation and capacity-building at the school and cluster levels. The calculation of progress will be based on the proportion of clusters implementing the revised funding mechanism, with the baseline set at the absence of such a mechanism. The additional funding that becomes available upon achieving the trigger will be allocated to Component 2 which is focused on the construction and rehabilitation of ECE classrooms. Should the trigger conditions not be met, the number of classrooms planned for rehabilitation will be reduced accordingly. |
