Tactical Response Unit STockpile - TRUST

The Croatian Ministry of the Interior, Civil Protection Directorate (CPD) is applying to develop and maintain strategic rescEU stockpile of medical countermeasures and personal protective equipment aiming to combat serious cross-border health threats, and thus contributing to a stronger joint response at EU level. The stockpile will be developed for the purpose of preparedness and response to health threats when the UCPM is activated and will include PPE and laboratory supplies as key elements of developing Tactical Response Unit STockpile – TRUST in EU. TRUST will be developed through the modernization of rescEU warehouse at the strategic location Jastrebarsko within CPD’s official warehouse, and where the Civil Protection Logistics Centre is located. The duration of the stockpile would be four years and the quantities sufficient to contribute to a relevant safety net at EU level. Stockpile will be available for all other activations of the UCPM, and the deployment will be coordinated with the Emergency Response Coordination Centre (ERCC). The development of TRUST includes embedding of rescEU stockpile capacity within the Croatian national civil protection system by purchasing appropriate equipment meeting all standards and technical requirements, small works on existing capacities, training of personnel. Stored items would be easily deployable at all times through both state-owned transport capacities (air, road) or standing agreements with commercial transport companies. As the location is close to the Zagreb airport, assistance to affected countries can be provided within the requested departure time. TRUST will be developed and maintained in close cooperation with all relevant stakeholders at national level, and particularly with UCPM and DG ECHO. The establishment of the rescEU capacity is strongly supported by the Croatian Government.
