Description

Description

The Project activities are clustered around three main lines of interventions designed to leverage digital technologies for both social (inclusive access to public services and digital connectivity to schools) and economic objectives (job creation and GDP growth)Component 1: Strengthening Foundations for Safe Digital Government Systems and ServicesThis component will aim to put in place foundational digital systems and platforms to improve the resilience of the public administration and ultimately the efficiency, transparency, and inclusiveness of public services delivery. The main activities will be focused on (i) strengthening selected building blocks of digital government, amplifying burgeoning efforts of the GoTJ to build a modern public administration, and (ii) ensuring that digital safeguards and enablers are in place for a secure and inclusive use of data-based services.Subcomponent 1.1:Digital Public Infrastructure This subcomponent will focus on creating a framework for digitalization of public services, deploying the underlying digital infrastructure, and enhancing the delivery capacity of the main institutional actors. The subcomponent will include the following main activities: (i) preparatory Technical Assistance (TA), including assessments, feasibility studies, audit of the public information systems, etc.; (ii) TA to develop technical specifications, standards and policies; (iii) TA to design remote and in-person authentication processes and mechanisms; (iv) deployment of systems and portals, acquisition of related equipment; (v) establishment of user support center and awareness campaigns; and (vi) trainings of civil servants.Subcomponent 1.2: Digital Safeguards and EnablersThis subcomponent will help the GoTJ to review and strengthen the legal and regulatory environment for cybersecurity, data governance, particularly data security and privacy, authentication protocols such as e-signature, and processes, digital resilience, and business continuity.Component 3. Digital Skills DevelopmentThis component will help reduce the digital usage divide between different population groups (defined by gender and income levels) and geographic zones, addressing a fundamental demand-side barrier to digital adoption – digital literacy and digital skills. This component will also finance advanced digital trainings, with the participation of other stakeholders, to support the development of a nascent ICT industry. The objectives are to boost the uptake of digital services, especially those deployed under the first two components and foster job creation, ensuring that a wider portion of the population can benefit from digital technologies in their daily lives.Subcomponent 3.1: Digital Literacy and SkillsThis subcomponent will focus on stimulating the productive use of digital services through stronger skills and awareness with a focus on rural areas, women, and youth. The subcomponent will aim to build basic skills of a wide range of beneficiaries as well as advanced skills of young graduates. Given the existing gender gap, the project will specifically target girls / young women.Subcomponent 3.2: Modernization of Learning EnvironmentsThis subcomponent will finance the provision of broadband connectivity and equipment to unconnected public schools. This subcomponent will underpin the implementation of the National Framework for Teaching and Learning Environment and will be synergetic with another World Bank-financed project Learning Environment: Foundation of Quality Education (P177475).Component 3: Leveraging Digital Solutions to Improve Public Interventions and Private Sector DevelopmentThis component will support initiatives led by the Ministry of Economic Development and Trade (MoEDT) and Ministry of Industry and New Technologies (MoINT) that aim to leverage digital solutions to improve the efficiency of public interventions and foster the creation of high value-added jobs. The interventions are limited to key priorities identified by both ministries identified as having a high benefits & low costs profile and where digital solutions will make substantial and rapid impacts.Subcomponent 2.1. Digital Solutions for Economic Development and TradeThis subcomponent will support the digitization of selected functions of the MoEDT, in order to enhance its operational efficiency and ultimately to increase the Government’s ability to monitor, implement and report on public programs and projects. This subcomponent will modernize selected operations of the MoEDT, whose effectiveness is severely limited by processes still largely relying on paper-based data collection, processing and storage. Digital platforms will allow a faster and more reliable exchange of information between MoEDT and other public entities and automatize time-consuming tasks that are prone to human errors.Subcomponent 2.2: Digital Solutions for IndustryThis subcomponent will support various initiatives led by the MoINT to leverage advanced data technologies and stimulate economic activities relying on digital solutions. This subcomponent will support a few foundational activities led by the MoINT that will contribute to the digitization of the economy.
