Description
Description | The proposed project will aim to increase the coverage and effectiveness of the Takaful and Karama Cash Transfer Program (TKP) to help mitigate the impacts of emergencies and shocks on poor households and will improve access to economic opportunities. The project will include the following components: (i) Provision of conditional and unconditional cash transfers; (ii) Enhancing delivery systems and institutional capacities; (iii) Economic empowerment (FORSA); and (iv) Project management, monitoring and evaluation and knowledge management. The proposed project builds on the ongoing Strengthening Social Safety Net Project (P145699) (SSSNP). The SSSNP supported the Government in linking the TKP to the Unified National Registry (UNR), managed by the Administrative Control Authority. Its objective is to establish a national database platform to support consolidation of social safety nets programs and facilitate coordinated targeting and delivery mechanisms. Moreover, under Component 2, the Management Information System (MIS) was linked to the UNR to enable the Government to better identify vulnerable groups. Thus, several interventions have emerged out of TKP as a result of its solid registry which includes 9.7 million households (35.4 million individuals), who have applied to TKP. Under this project, the Ministry of Social Solidarity (MOSS) will build a registry on persons with disabilities (PwD) for the Karama program, including the types and severity of disability by governorate, gender and age, to allow MOSS to further link PwDs to other support services. Targeting of beneficiaries is conducted through the Proxy Means Test (PMT), which is a formula that uses poverty predictors (rather than cash income) to select poor applicants. Through the SSSNP, MOSS was able to adopt changes in the eligibility criteria in the PMT based on the findings of an independent targeting consultant. Changes included prioritizing the frontier governorates given the high rejection rates, using the most recent survey data available, incorporating lessons learnt and correcting shortcomings in the accuracy of previous models. Additional reassessment of the eligibility criteria for TKP beneficiaries will occur through Component 2 of the proposed project as well as the assessment and recertification processes of new applicants and Daman’s beneficiaries. The recertification process occurs every three years to ensure that only eligible people are benefiting from the project and thus, vulnerable groups are better targeted. Moreover, to ensure inclusion of the most vulnerable groups, Component 2 also includes that in rare cases, where a poor family does not have identification cards, the project funds could be used to help them obtain formal identification. |
