Description

The European Coalition of Cities against Racism (ECCAR) was initiated by UNESCO to fight racism in all its forms at the root level in all aspects of local life in 2004. The core goal of the Coalition’s efforts is to guarantee the rights granted in the International Covenant on the Elimination of Racial Discrimination. The currently 150 ECCAR members, municipalities in EU member states, are therefore requested to formulate 10 Point-Action-Plans (10PPA), which are contextualized according to the respective local needs and challenges. Members shall also document the implementation of their respective action plans in regular reports. ECCAR members expressed their need for being supported in elaborating, adopting, and implementing such 10PPA. In 2016, the ECCAR published the Toolkit for Equality (TKE) which includes a chapter on the planning and adopting of a local 10PPA. The methodology was developed by cities for cities. In ACTION, this TKE will be updated considering current challenges, brought in line with the EU anti-racism action plan 2020–2025 and national action plans, and made accessible to all members in their national languages. European cities will then be supported by direct consulting, webinars and online courses on local 10PPAs. 15 European cities shall adopt a 10PPA during the project period of 24 months.
