The Tamil Nadu Road Sector Project seeks to improve the quality, and sustainability of the state's core road network, which refers to the state highways and major district roads being managed by the Highways Department (HD) of Tamil Nadu. The three project components will address: 1) road upgrading, aimed at improving the capacity of the state road network, and includes as well construction of bridges, and state roads. Appropriate environmental mitigation, and resettlement plans will be developed; 2) road maintenance, and safety works component, through periodic road maintenance, and safety related works, implemented through a mix of conventional maintenance, and performance-based maintenance contracts, supervised with periodic technical reviews by an independent consultant; and, 3) institutional strengthening, and policy development, utilizing the services of experts, and consultants, to support the development, and use of a maintenance management system. Capacity building of agencies concerned in road safety will be supported through technical assistance, and training services.
