Tanzania - Alternative Learning & Skills Development Project

The Alternative Learning and Skills Development Project (ALSDP) is the result of the Government of Zanzibar’s (GoZ) determination to address the problem of out-of-school youth, (drop-outs or the never-enrolled) whom the traditional mainstream school system failed. The project was formulated within the framework of the Zanzibar Education Master Plan with aspects borrowed from the tenets of the Education II project which provided complementary basic education for out of school children and Adult Literacy in Non-formal Education under the Complementary Basic Education in Tanzania (COBET) and Community Based Adult Education (CBAE) Program. It therefore was designed to fill the identified gap in non-formal education in Zanzibar specifically on the islands of Unguja and Pemba. The project has five (5) components: (i) the establishment of a school for alternative learning; (ii) the establishment of two Skills Development Centres (SDCs) and rehabilitation of a vocational training centre; (iii) the establishment of Business Incubators in the two SDCs; the establishment of documentation /information management centres; (iv) capacity building through institutional strengthening of five Ministries; and (v) Public awareness on project objectives and socio-economic and development issues such as reproductive health, HIV/AIDS, nutrition, girls education, gender equality.
