The development objective of Tax Administration Services Modernization Program is to improve the efficiency, transparency and effectiveness of tax administration. The PforR operation supports implementation of the Plan by focusing exclusively on the first three focus areas through three mutually reinforcing Results Areas (RAs). RA 1 strengthens inter-institutional coordination between ARCA and MECON and analytical capacity to inform evidence-based tax-policy decisions; RA 2 enhances compliance risk management (CRM) and improves core tax-administration services and operations to lower compliance costs and elevate the taxpayer experience; and RA 3 deepens institutional governance, transparency, and accountability to build public trust. By targeting these priorities, the PforR creates an enabling environment for a modern, taxpayer-centered administration aligned with international good practice.
