The objective of the TC is to provide assistance to the Government of Paraguay in the execution of the necessary technical studies required for the preparation of the Science, Technology and Innovation Program (PR-0126), which aims to contribute to the improvement of the economic competitiveness of the country, through the strengthening of innovation and R&D capabilities in the private and public sector, and through capacity building of the recently-created institutions involved in science and technological development. The TC will assist national science and technology institutions in defining technical aspects of the Program's components, collecting data for demand and baseline measures, and developing a methodology for project impact evaluation. In the long term, the TC will contribute to: i) strengthen and consolidate the National System of Science, Technology and Innovation; ii) improve human resource capacities and its exchange, in order to generate scientific and technological knowledge; iii) promote innovation in the productive sector, specially SMEs; iv) promote greater private sector participation in the development of R&D activities; v) foster linkages and cooperation between the scientific, governmental, financial and productive sectors, in order to generate, transfer and utilize new science and technology; and vi) contribute to the competitiveness of the main productive sectors of the country.
