TeleRoss is a wholly owned subsidiary of the Global Telesystems Group Inc (GTS). It operates a nationwide digital overlay network providing switched voice and private line services. The TeleRoss network is comprised of a series of 50/50 equity partnership with the regional Russian PTTs (entered as separate entities in this database). These joint ventures are formed on a legal basis as joint stock companies and are registered both in the region in which they operate, and within the Moscow registration chamber. The company had operational joint-ventures in Arkangelsk, Ekatrinburg, Irkutsk, Khaboravsk, Krasnodar, Nizhy Novgarod, Novosibirsk, Samara, Skktyvar, Tyumen, Ufa, Vladivostok, Volgograd, and Voronezh by 1997. Each venture is managed by a locally hired manager. Outside these ventures, TeleRoss also provides VSAT services to large corporations, government entities and telecom providers. The license is for the operation of inter-city switched voice service within 42 regions of Russia, including Moscow. The licenses for these services were reissued in May 1997, and will expire May 2000. The original license issued to TeleRoss in 1995 had a duration of 5 years. TeleRoss also holds a license to provide private lines in these 42 regions, and a license to provide international private lines in 15 regions. All of these licenses expire in May 2000. The total license cost was $87,000. TeleRoss also pays an additional licensing fee for its VSAT stations at the rate of $600 per station. The VSAT services reached to about 18000 corporate entities by 1998. The investment in VSAT services has been around US$50 million. In April 2003 Golden Telecom completed the merger of EDN Sovintel and TeleRoss LLC, into one legal entity. Before the merger TeleRoss was a subsidiary of Golden Telecom which operated in Russian regions. After the merger EDN Sovintel became the legal successor of TeleRoss LLC.
