Description

The Volta River Authority, Ghana's electricity parastatal, has concluded an agreement with Tema Osonor Power, an IPP, to build, own and operate an IPP 126MW combined cylce facility. The power generated was to be sold to GRIDCo. The gas (used for generation) was to be imported through the West Africa Gas Pipeline (WAGP) station. The project was estimated to cost $140 million, of which $32 million was financed by the AfDB. The Energy Africa Infrastructure Fund and the Entrepreneurial Development Bank of the Netherlands co-financed the $96 million in loans needed, as well as providing a $10 million unsecured loan. An equity injection of $44 million was also part of the deal. Construction had started on March 15, 2008, and by mid-February 2009, 95% of the civil works had been completed. Additional financing of $35 million was still being sought in 2009, but by 2011, the plant was up and running.
